Extract: Rooted in history, the BRI carries forward the Silk Road spirit

At around 140 BC during China’s Han Dynasty, Zhang Qian, a royal emissary, made a journey to the West from Chang’an (present-day Xi’an in Shaanxi Province), opening an overland route linking the East and the West. Centuries later, in the years of the Tang, Song and Yuan dynasties, silk routes boomed both over land and at sea, facilitating trade between the East and the West. In the early 15th century, Zheng He, the famous Chinese navigator of the Ming Dynasty, made seven voyages to the Western Seas, which boosted trade along the maritime silk routes.

For thousands of years the ancient silk routes served as major arteries of interaction, spanning the valleys of the Nile, the Tigris and Euphrates, the Indus and Ganges, and the Yellow and Yangtze rivers. They connected the birthplaces of the Egyptian, Babylonian, Indian and Chinese civilizations, the lands of the believers of Buddhism, Christianity and Islam, and the homes of peoples of different nationalities and races. These routes increased connectivity among countries on the Eurasian continent, facilitated exchanges and mutual learning between Eastern and Western civilizations, boosted regional development and prosperity, and shaped the Silk Road spirit characterized by peace and cooperation, openness and inclusiveness, mutual learning and mutual benefit.

Presentation and Introduction by Said El Mansour Cherkaoui – 10/20/23

The BRIC acronym was created in 2001 by Jim O’Neill, a Goldman Sachs economist. The BRIC countries were established in 2014. The Belt and Road Initiative (BRI) was established in 2014 by the BRIC countries. 

The BRIC acronym stands for fast-growing economies that O’Neill predicted would dominate the global economy by 2050.  The BRIC countries were formalized in 2006 during the first BRIC Foreign Ministers’ Meeting in New York City. The first BRIC summit was held in Yekaterinburg, Russia on June 16, 2009.  The BRIC countries became a formal institution in 2010.


President Putin Xi Jinping and the Belt and Road Initiative – BRI

Xi Jinping is the 7th President of the People’s Republic of China and the 18–20th General Secretary of the Chinese Communist Party. He has been the paramount leader of China since 2012. He has made 42 international trips to 69 countries.  Xi Jinping was born on June 15, 1953. He is also the chairman of the Central Military Commission (CMC).

Building the Belt and Road Initiative, or BRI

In March 2013, President Xi Jinping proposed the vision of a global community of shared future. In September, President Xi Jinping announced the BRI in September 2013 during his visit to Kazakhstan and in October that year, he raised the initiatives of joining with others to build a Silk Road Economic Belt and a 21st Century Maritime Silk Road (Belt and Road Initiative, or BRI).

The Belt and Road Initiative (BRI) is a massive infrastructure of China global development strategy based on economic development projects. It was originally devised to link East Asia and Europe through physical infrastructure.  The BRI has poured hundreds of billions of dollars to power the construction of: Bridges, Ports, Highways, Power plants, Telecoms projects.  The BRI has been used in Asia, Latin America, Africa, and parts of Europe.

“The Belt and Road Initiative is a creative development that takes on and carries forward the spirit of the ancient silk routes – two of the great achievements in human history and civilization. It enriches the ancient spirit with the zeitgeist and culture of the new era, and provides a platform for building a global community of shared future.

Since its launch 10 years ago, thanks to the combined efforts of all parties, cooperation under the BRI framework has expanded beyond the borders of China to become an international effort. It has evolved from ideas into actions, from a vision into reality, and from a general framework into concrete projects. It has been welcomed by the international community both as a public good and a cooperation platform, and has achieved solid results ensuring that the efforts of building a global community of shared future deliver

Over the past decade, BRI cooperation has delivered real gains to participating countries. It has contributed to the sound development of economic globalization and helped to resolve global development challenges and improve the global governance system. It has also opened up a new path for all humanity to realize modernization, and ensured that the efforts of building a global community of shared future are delivering real results.”

 

As of August 2023, 155 countries had signed up to the BRI. The participating countries include almost 75% of the world’s population and account for more than half of the world’s GDP.  The BRI’s goal is to invest in more than 150 countries and international organizations.  The BRI’s planned completion date is 2049.  The BRI started as a program for Chinese companies to build transportation, energy, and other infrastructure overseas. The BRI is funded by Chinese development bank loans.

Xi Jinping and Vladimir Putin Road of Friendship

Russian leader Vladimir Putin was given the red carpet treatment at a global summit in Beijing, as China and Russia deepen their solidarity. Hosted by China’s President Xi Jinping, the meeting celebrated 10 years of his signature foreign and economic policy, the Belt and Road Initiative (BRI).

President Putin was the Guest of Honor at the 2023 Belt and Road Forum was held in Beijing, China. 

In an interview with Chinese state media on Monday, October 16, 2023, Putin said Xi “calls me his friend, and I call him my friend.”

The Russian president added that there is a saying, “Tell me who your friend is, and I will tell you who you are.” He went on: “Therefore, if I now praise Chairman Xi Jinping, I will feel somehow uncomfortable – it’s like I’m praising myself. So I’ll try to be objective.”

Putin described his Chinese counterpart as “one of the recognized world leaders” who does not “make a momentary decision based on some current situation, he assesses the situation, analyzes and looks into the future.”

Russian President Putin Promoting the Belt and Road Initiative

Putin Praising the Belt and Road Initiative following the in-depth talks talk that Putin and Xi shared together on October 18, 2023. In the Russian president’s speech at the forum, he praised Xi for the successes of the Belt and Road Initiative, saying: “Our Chinese friends did it.”

Speaking to 1,000 delegates representing over 130 countries, Putin said he agreed with Chinese President Xi Jinping that the Belt and Road idea “folds logically within multilateral efforts” to increase global cooperation. “In the European part of Russia, we form an international north-south corridor.

President Vladimir Putin on Wednesday praised Chinese President Xi Jinping for the Belt and Road Initiative (BRI) and invited global investment in the Northern Sea route which he said could deepen trade between east and west.

Speaking on his second known trip outside the former Soviet Union since the Ukraine war, Putin thanked the Chinese leader for his invitation and said Russia could play a key role in China’s modern day revival of the ancient Silk Road.

China’s success was “really important for us,” he added. “Russia and China, like most countries of the world, share the desire for equal, mutually beneficial cooperation in order to achieve universal sustainable and long-term economic progress and social well-being, while respecting the diversity of civilization and the right of each state to its own development model.”

BRI Operations and Goals

The Belt and Road Initiative (BRI) is a Chinese infrastructure development strategy that aims to connect Asia, Africa, and Europe through land and maritime networks. The BRI was launched in 2013 by President Xi Jinping. The planned completion date is 2049.  The BRI includes the Silk Road Economic Belt for the land part and the 21st Century Maritime Silk Road for the naval part. The BRI has invested in more than 150 countries and over 30 international organizations. 

The BRI’s goals include: 

The BRI’s five major goals are: Policy coordination, Facilities connectivity, Unimpeded trade, Financial integration, People-to-people bond. 

  • Improving regional integration
  • Increasing trade
  • Stimulating economic growth
  • Building connectivity and cooperation across six main economic corridors
  • Creating jobs
  • Lifting people out of poverty

The BRI involves China financing billions of dollars of investment in roads, railways, and other infrastructure across Eurasia and Africa. China claims the BRI has created 420,000 jobs and lifted 40 million people out of poverty. 

The BRI is also known as the One Belt One Road (OBOR). It involves investing in more than 150 countries and international organizations. 

Some countries that are part of the BRI include: Brunei Darussalam, Bulgaria, Burundi. 

Criticism of the Belt and Road Initiative (BRI)

The United States has criticized the BRI, with President Biden calling it a “debt and noose agreement”.  The US opposition to the BRI is commonly understood as a competition between the two powers for economic advantage and international influence.  The European Union and the United States have their own development schemes, known as B3W “Build Back Better” and “Globally Connected Europe”.

The BRI has been controversial since its inception. Some of the opposition to the BRI includes: 

  • India has strongly opposed the BRI, particularly the China Pakistan Economic Corridor (CPEC). India sees the BRI as a violation of its sovereignty and territorial integrity.
  • Debt crises: Some countries that have experienced debt crises have opposed the BRI.
  • Corruption: A survey found that 35% of BRI projects were struggling with corruption, labor violations, environmental pollution, and public protests.
  • Predatory lending: The BRI has been surrounded by controversies, including alleged predatory lending and crippling debt.

Some analysts see the BRI as a disturbing expansion of Chinese power. US military leaders have sharply criticized the BRI. Former defense secretary Jim Mattis said, “In a globalized world, there are many belts and many roads, and no one nation should put itself into a position of dictating ‘one belt, one road’”.  

The US has been critical of the BRI for almost a decade.  The US has been using investments, loan programs, public-private partnerships, and technical assistance to counter the BRI. The Biden-Harris administration announced an infrastructure financing mechanism for low- and middle-income countries.  The US also plans to invest in five to 10 large infrastructure projects around the world. 

The US wants to pressure China to change its BRI practices and provide an alternative that promotes sustainable infrastructure and high environmental and anticorruption standards. The US and its partners revealed an economic corridor linking India, the Middle East, and Europe.

Interview of Cuauhtémoc Cárdenas in Mexico and Published in France


The following interview took place way before the signing of the Treaty on North American Free Trade Agreement. I have met with Cuauhtémoc Cardenas in California, Mexico City and Paris and maintained with him a correspondence through letters sent to his home in Mexico City. This interview was conducted in Spanish and later on translated in French given the US driven academic and media outlets did not support the views that were questioning the validity of the NAFTA for the development of Mexico or the respect of the Mexican Workers Rights.

During my return – visit to France for my Doctoral Submission at the Sorbonne University – Institut des Hautes Etudes de l’Amérique Latine, I received one of the most welcoming reception and generous and treatment by my colleague Mona Huerta a researcher at the Centre National de la Recherche Scientifique who proposed to me to have the following interview to be published by a research group from Paris – Lyon, a Network of Researchers who are specialized on Mexico and Latin America.

Since my early studies at Institut des Etudes Politiques of the Grenoble University, the development and integration of Africa were at the forefront of my studies and topics of my presentations in seminaries and essay-papers. It was natural that I continue to work and increase the awarness about Africa and its needs of establishing new kind of relations with other countries other than the past metropolitan and colonialists.

Here below among other pictures, there is a photo taken in company with the Regretted Dr. Babacar Ndiaye, former CEO of the African Development Bank Group who hold firmly my hand and is standing at my left side.

On my right hand is Dr. Faheem Director of the Center for International Trade Development, on the other left side and holding my hand is Dr. Boubacar N’diaye, Chairman of the African Development Bank from 1985 to 1995 and honorary chairman of the same institution (Rest in Peace among the Blessed ones, Ameen)

I initiated and developed a workplan on the organization of The International Conference on Africa took place in 2001. The first time in the history of the Bay Area of San Francisco and North California to have a conference of such magnitude and subject. that I submitted to Fazale Sharif the Director of the EBCITD which I was the initiator and for which I and participated directly in its organization. I contacted and invited Dr. Babacar Ndiaye and in the following photo, event / photo took place is during an International Conference on Africa I had organized in Oakland, California and of which Dr. Babacar Ndiaye, Rahimahu Allah was our Guest of Honor.

Here below are listed links which content present among others some illustrations of my activities in regard to the Integration of Africa with which I was directly involved, including the facilitation of the signing of the Free Trade Agreement between the United States and Morocco.

For many among us, time flies through horizons without leaving traces on recognition and gratitude on what we have achieved for the good for others especially in my case not be born in the United States but I remain up to now the maker of differences between cultures and the guardian of the memories I cherish and remember through my meetings and interactions with the real treasuries of the Humanity.

I extended the invitation to Dr. Boubacar N’diaye for his presence among us at this International Conference on Africa.  He was delighted about my presentation and we also sat together and had lunch at the same table.  Wonderful Man with full love for Africa and Africans and who initiated a series of important financial and operational measures: the African Businessmen Round Table, the creation of the African Bank for import-export (Afreximbank) and the setting up of a special easy financing for the African private sector (investors and entrepreneurs) without the guarantee of their governments.

The Conference Room was packed with U.S. and Foreign officials and Executives as well as faculties and Researchers on Africa and the Place where all these interactions took place was the fabulous and monumental Claremont Hotel in Berkeley, Northern California.

Creating new social strata to move out the old bourgeois that was from artisans, guilds, shop owners, and traders-financiers who were considered as heads of companies and rulers of governmental entities as the representatives of the imperialist era and the commercial overseas expansion.

This old bourgeoisie / middle class had procreated another stratum of international heads of companies that sought internationalism as a shield for the protection of national interests and as a source for the supply of primary goods first and second as a reservoir of labor and demand that were necessary to increase of their productivity.

Milton Friedman and his school of thought created a liberal doctrine based on monetarism and the instillation of a new Technocratie that will complete reform and rejuvenate the work of the aforementioned subclasses by providing their system with the missing link that has been the keen and the angular stone for the rise of communism which the management of The Capital.

Milton Friedman sought to limit the influence of Karl Marx and the reformers of Capitalism such as John Maynard Keynes to establish a layer and way to manage Capitalism that is closer the Hayek than Adam Smith or Ricardo by opening the door of the Central State with the key of monetarism and the making of the monetary new system with its direct impact on the circulation of money and the resolution of all the capital transactions by giving it a new form of management and definition as source of creation of value that is higher than the mobilised capital in machines and production of goods.

“Laissez faire!”, said the champions of liberalism in the 19th century. In reality, the only nation which practiced, at that time, liberalism directly inspired by textbooks of political economy, was Great Britain. Even in the homeland of Adam Smith and David Ricardo, it took an intense lobbying effort involving business and working-class interests, and the terrible Irish famine of 1845-1846, for His Majesty’s government, led by Sir Robert Peel, to end up abolishing the  Corn Laws.  

These, enacted in 1815, restricted grain imports to the British Isles, benefiting large landowners, but heavily penalizing the growing urban working class.

I have no idea how they can put people in front of a camera and have nice looking studio around while talking with assertiveness. They are introduced to us as the creme de la creme working for these companies that are the Top of the Top in their fields of actions and operations. After all these superlatifs, when we are listening to their explanations, all I am obliged to do is to try to discern what is the explanation and where is the analysis or even just the expression of descriptive narrative in their talk and answer, as we say again in French, “on reste sur notre faim” with these talking heads not thinking heads.

La Creme de la Creme turn out to be real sour and profoundly moldy and has no flavor or taste of great thought. It is worse than those “torchons” not of the Kitchen but what we call in Parigot, the language of Paris, the Newspaper that are only good to clean with the grass left on the counter or on the pot before passing them under the water to be clean.

There is apparently nothing to clean, as we say in America: “Where is the Beef” yes indeed, there was no beef at all so the pot and casseroles are clean.

Given that Miss Clean has replaced Mr. Clean in the screen of these programs of TV Bidon, here is my predictions on what we are actually witnessing at the level of these assets that went South and wracked in Bahamas and Seoul before and in many other places around the world of the creepy and greedy ones that found their destiny drowned in a virtual world of supply chain of scams and Ponzi schemes with a plus: an Artificially Intelligent Scammer.

The free trader’s argument was simple. It was necessary to increase the purchasing power of the workers to create an internal market capable of absorbing manufacturing production. Another argument, put forward in particular by Richard Cobden, was that of reciprocity and the need to push the governments of the Continent to lower their customs duties. Great Britain being the workshop of the world, customs duties and other quotas penalized its growth, which was highly dependent on external markets. At a time when Britain was gradually embracing the ideas of David Ricardo, the United States of America was beginning a protectionist turn. After the victory of the North over the South in the Civil War, the country of Abraham Lincoln embarked on a vast industrialization movement.

These historical developments remind us to be wary of a disembodied interpretation of economic policies. In reality, if ideas serve as arguments and intellectual guarantees for politicians to impose such and such a policy, the latter are very often the result of a calculation of interest. The new protectionist turn, initiated by the President of the United States Donald Trump, corresponds, in this respect, to a return to a situation that has prevailed for most of American history.

Liberalism, and its worldwide spread—known as globalization—has served America well as long as its corporations have dominated the world. Even today, the big American banks dominate the financial markets, even after the debacle of 2008, and the flagships of Silicon Valley – Google, Apple, Amazon, and Facebook – are at the forefront of the great global technological battle. But globalization has reshuffled the cards between States, and the balance between different social groups within States. It has especially benefited the wealthy, well-educated, and “connected” classes who have constituted a new transnational elite ranging from Los Angeles to Sao Paulo, and from Johannesburg to Shanghai.

Rising social inequality, and a sense that social progress has stalled, has fueled a growing demand for protection in Western democracies, catalyzed by the global financial crisis, which has been well-considered by some “political entrepreneurs”.

Steve Bannon, the chief ideologue of Donald Trump’s campaign, has made economic patriotism a veritable leitmotif in his champion’s speeches. It is not surprising that the candidate Trump, once elected, does not carry out what was, ultimately, his most important commitment vis-à-vis his electoral base.

Faced with this, it is ironic to see that China, which has always protected its market in many ways, is now setting itself up as the standard-bearer of free trade. China has benefited immensely from its admission to the WTO in December 2001, made possible thanks to the consent of the United States. However, even today, China is anything but a market economy in the classic sense of the term. It is a country where the State retains strategic control over the economy, through a set of financial and organizational levers, declined from the central level to the provincial and local levels. If not state capitalism, it is capitalism run by the state. Even the giants of the Chinese digital economy, the Ali Baba, China Inc.

The debate between protectionism and liberalism is therefore only a modest fig leaf posed on far more ferocious political and geopolitical confrontations, within the framework of a race for world leadership. The real contribution of the institutions that emerged in Western Europe from the 17th century, which then spread to the rest of the world, is to have made it possible to regulate these confrontations. It is not the least paradox of economic liberalism to need a strong political authority – located outside the market – to impose the rules that allow it to function, as the historian Karl Polanyi. At the international level, this authority does not exist. The United States, thanks to its status as a hegemonic power, has in the past played the role of guarantor of the international order. They are turning away from them today, considering that these rules do not serve American interests as well as before.

What is therefore more worrying than the defeat of liberal capitalism, which has never existed in a pure form, is this questioning of common rules, such as those of the WTO, which make it possible to regulate the inevitable tensions resulting from the confrontation between divergent and contradictory interests. It is both a consequence and a symptom of the emergence of a multipolar world, pending the foundation of a new multilateral order accepted by all.
