Glimpse at my US based Contributions in California International Trade and International Business Development with the CITD

How I trusted and worked more than hard to correct an image of distortion caused by international conflictual interests and how I tried without becoming tired to do the best of the best to build bridges and exchanges between cultures and personalities for the sake to create understanding, mutual benefits, while I forget even my own comfort and rewards at every level of material significance and I became driven by hopes of better happening and prayers that my own children will not be witnesses or victims to the same I have endured.

Beside this, I consider myself one among the first Founders of the Center of International Trade Development when these Centers were just 4 scattered between San Diego and Berkeley and passing by Merced. I started working at the CITD and the EBSBDC (East Bay Small Business Development Center, the first in California) in 1993-94, I became responsible for the transfer of the CITD from Berkeley to Oakland and when Ms. Selma Taylor left in 1996 the CITD and the EBSBD, I followed her exit, new team took over that frankly, they did not know what it takes to handle or organize neither international venture or operation or to develop a small business enterprise. The new Director was an accountant and Priest, so he knew how to fill up forms and preach and was an old friend of the top brass of the local elite. More to come on opportune time and appropriate situation.

A new Director of the CITD later on fut appointed and I was his mentor when he started to work within the San Francisco World Trade Center. He needed help from me to organize the international of foreign delegations and create training programs the CITD and accredited training seminars for foreign executives. In 2001, I started again working with the now called EBCITD [East Bay Center for International Trade Development].

During this time, I initiated and organized one of the largest international conference on Africa in the entire history of California that took place in the beautiful environment of Claremont Hotel with the participation of all the Experts on Africa within the US Department of Commerce and the related agencies, international banks, including the African Development Bank, US organizations working on Africa and other business and academic institutions focusing on Africa. Few years later that we could count in months, this new Director was no more working with the EBCITD. Once again, Dr. Cherkaoui is on the run and few month later, this New Director use to be the Dean of Instruction at Vista Community College where the EBCITD was moved.

This Dean of Instruction, I met with him several times while he was the Dean given my role in organizing and providing training programs to Foreign delegates and Executives and he was effectively the Dean who authorized the final accreditation at the Vista Community College. So now I am contacted by this Dean who became Director of EBCITD and proposed to me to come to help him to manage the EBCITD. Again, as clearinghouse and mobile memory of the Center of International Trade Development, I am asked to provide life to this organization.

I managed the EBCITD, provided consulting services, taught courses to replace absent instructors at Vista Community College, organized training programs, hired interns from California and internationally, organized meeting and collaboration within the College, with the Students of International Trade and with all the representatives of business, professional organisations within North California, participated in writing federal grants, writing the year long plan and maintaining current all the inputs needed for activities and updating the required reports for the State of California. Furthermore, I represented EBCITD in multiples conferences and promotional events to recruit clients and establish working relationship with other similar groups and institutions.

Morocco, California and United States of America

I represented the EBCITD and 25 US and Californian Food companies in the American Cafe organized by the United State Food and Drug Administration, the US State Department and US Embassy in Morocco and spent more than a month developing relationship with companies and officials in Morocco and Tunisia. I wanted to facilitate the negotiations and the signing of the Free Trade Agreement that were initiated at this time by participating in the American Cafe held at Casablanca, see related pictures at the end of this text. I hired 2 assistants locally and paid all the expenses of my stay in Morocco from my own money.

I was driven by the spirit of my ancestors and by the dreams of my children, I was the link and the bridge between the history and the preparation of the future generations through my own little making and connecting two countries who had the longest and unbroken treaty of friendship since the time of the independence of the U.S. At my level, I was facilitating the signing of the Free Trade Agreement between the United States of America and the first country who recognized the independence of the United States, Morocco and this at the American Cafe at Casablanca, Morocco. This is my own expression: Play it again Uncle Sam to mimic Boggard in the fabulous love story in the movie “Casablanca” and all this happen in Casablanca. The return of a Moor to his land to develop trade relations with the land of his Children and that is Dr. Said El Mansour Cherkaoui’s movie and destiny.

As we say in Islamic thoughts: “Seek knowledge even if it is in China” this was said during the time when people have to walk to travel to distant destination.

In fact, to make story shorter, the Executive Chinese who invited us to China wanted Dr. Said El Mansour Cherkaoui to be the one who came to visit them in their country. Many others have tried to slide their names because I have give them some courses to teach to the same delegation and wanted to take advantage of such introduction to be invited to China but the officials and executives of Guizhou and Guiyang insisted to communicate and negotiate only with the presence of Dr. Said El Mansour Cherkaoui.

In fact, I started the negotiations and I conducted all the training in China during our visit. But at certain point of the evolution of the negotiation for the signing of the contract, this New Director who was also the Dean of Instruction failed to conclude and to succeed in signing a contract with the same Chinese Officials because at the last moment, he put me on the side and wanted to have his own way to deal with the Chinese negotiating team while we were in China. He did not know my relation with them and did not understand how to smooth the talk and the offers and had no alternatives to present in terms of counter offer and give and take approach. He was more interested in having a profit on the paper than on the development of bilateral and mutual benefits for our organization, region and individually speaking. He wanted to reach a deal based on personal gain only; yes indeed. He told that when we were in Shanghai. I was really upside down that I refuse to go to attend an opera play that the same chinese official offered us to visit as part of our program.

I had no reason to celebrate any more. It was a premonition for more reason to lose completely and definitely the sense and the meaning of celebration.

Definitely, I was never paid for the majority work I did for the EBCITD during the tenure of this Dean transformed in a new Director. I was given here and there, some change to keep me going and hoping to be paid for the rest and thanks to this strategy of just drops of water for not to extinct completely my breath, I kept producing until I lost my house. Yes, indeed, this time is the negotiation for the roof on the top of the head of my family and myself that is gone forever and with no family around where to to at least protect the heads of my little girls and my spouse.

Representing and Managing the CITD, the East Bay Center for International Trade Development, Berkeley in the United States and in China.

CITD and EBCITD Center for International Trade Development, I use to manage and I provided consulting services at this center, that I represented in Morocco and went to provide training and build relationship with Chinese officials and Executives in China.

This picture during an event I organized as collaboration with the Chambers of Commerce in the Bay Area. I even designed the brochure and the folder I am holding in my hand which has all the training and other promotional material of the EBCITD.

In another picture, I am conducting negotiation with Executives in China. In fact, I organized one of the first business and trade visit by a Chinese Delegation in California in 1995 with Vice-Mayor of Beijing and a second delegation from Yunnan.

With the pictures holding files and near the sign of the Center for International Trade Development, I even prepared these flyers too, inside outside and conducted the training and this is just one of them, hundreds of training sessions and seminars as well as conferences I have conducted in this Bay Area and with East Bay Center for International Trade and before CITD and East Bay Small Business Development and this without talking or taking in consideration the almost 20 years of teaching executive seminars, graduate courses and training programs at various universities and colleges around California and elsewhere.

N.B.: These are just the tip of the Iceberg of my entire work and involvement in the field of business, academic and humanitarian work for the benefit of California and the rest of the World: European, Africa, Latin American and Asian countries.

In fact, a prominent Californian person, Ms. Sunne Wright McPeak actually President and CEO of California Emerging Technology Fund who called me and addressed me as Mr. International Trade during the time when the regretted Mr. Ronald Brown who was the United States Secretary of Commerce during Clinton Presidency and who came to visit the Bay Area of San Francisco and the subsequent implementation of the program of Bay Trade with Mr. Olivera ad Jose Duenas as the Directors, two spaniards – Latinos, Bienvenido Amigos de Amigos e Hasta La Vista Amigo Extranjero.

The aforementioned International Workshops are just the peak of the Atlas Mountains in California given the fact that I have spent almost 20 years teaching Executives and Doctoral Seminars, Graduate and undergraduate courses and training classes around California and elsewhere. 1993-1994 – Event for the Promotion of Export and International Trade Between California and the Rest of the World that have Shaped my Memories and Destiny

In California, it All Started in 1993 at the East Bay Small Business Development Center, at Green Breurner’s Building, the Former Largest Department Furniture Store at the 7th Floor with Ms. Selma Taylor as the Executive Director and Dr. Said El Mansour Cherkaoui as the Business Consultant

The Breuner Building at 2201 Broadway, Oakland, California became the site of the John Breuner Furniture Company in 1931.  The art deco terra cotta masterpiece was designed by prominent local architect Albert Roller

Historical landmark columnist Annalee Allen called the Breuner Building “an eight-story reinforced concrete building with a distinctive variegated sea-green glazed terra cotta front facade, constructed in 1931 to house the John Breuner Furniture Company store. Other noteworthy features of the building include Art Deco motifs, and a pair of stylized figures crafting a chair located over the front entrance.”

The Oakland store was closed in the 1970’s and sold by the company where, following renovation, the historic building reopened as an office building in the late 1970’s.

The California Genealogical Society moved into the former Breuner Building in March 2007. As of 2012, the appearance of Ikea furniture, large yoga balls for sitting, and a flyer on the door indicating an entrance on the side heralded the move-in of a startup on the ground floor of the building – Spark Art.

International Conference on Africa, I initiated and organized with the EBCITD (East Bay Center for International Trade Development) Oakland, California.

So to combine the useful with the pleasant, I published all these photos with first that of Africa over my shoulders. This photo dates from 2001, the year I suggested and participated in the organization of the First International Conference on Africa held in Northern California at Berkeley. Another will follow later in San Francisco in 2007.

I complete this first photo with others such as the one where the former CEO of the African Development Bank (Dr. Babacar Ndiang) was holding my hand and I am surrounded by African-American executives, one during one of my presentations and others showing a partial view of the audience.

It was natural that I continue to work and increase the awareness about Africa and its need of establishing new kinds of relations with other countries other than the past metropolitan and colonialists.

Here below among other pictures, there is a photo taken in the company with the Regretted Dr. Babacar Ndiaye, former CEO of the African Development Bank Group who hold firmly my hand and is standing at my left side.

I extended the invitation to Dr. Boubacar N’diaye for his presence among us at this International Conference on Africa.  He was delighted about my presentation and we also sat together and had lunch at the same table.  Wonderful Man with full love for Africa and Africans and who initiated a series of important financial and operational measures: the African Businessmen Round Table, the creation of the African Bank for import-export (Afreximbank) and the setting up of a special easy financing for the African private sector (investors and entrepreneurs) without the guarantee of their governments.

I initiated and developed a workplan on the organization of The International Conference on Africa took place in 2001. The first time in the history of the Bay Area of San Francisco and North California to have a conference of such magnitude and subject. that I submitted to Fazale Sharif the Director of the EBCITD which I was the initiator and for which I and participated directly in its organization. I contacted and invited Dr. Babacar Ndiaye and in the following photo, event / photo took place is during an International Conference on Africa I had organized in Oakland, California and of which Dr. Babacar Ndiaye, Rahimahu Allah was our Guest of Honor.

I initiated and developed a work plan on the organization of The International Conference on Africa took place in 2001. The first time in the history of the Bay Area of San Francisco and North California to have a conference of such magnitude and subject. that I submitted to Fazale Sharif the Director of the EBCITD which I was the initiator and for which I participated directly in its organization. I contacted and invited Dr. Babacar Ndiaye and in the following photo, the event/photo took place during an International Conference on Africa I had organized in Oakland, California, and of which Dr. Babacar Ndiaye, Rahimahu Allah was our Guest of Honor.

Here below are listed links which content present among others some illustrations of my activities in regard to the Integration of Africa with which I was directly involved, including the facilitation of the signing of the Free Trade Agreement between the United States and Morocco.

For many among us, time flies through horizons without leaving traces of recognition and gratitude for what we have achieved for the good of others especially in my case not be born in the United States but I remain up to now the maker of differences between cultures and the guardian of the memories I cherish and remember through my meetings and interactions with the real treasuries of the Humanity.

It has been my great pleasure knowing you and working with you through the Center for International Trade Development at Oakland and later on at Berkeley.

In reality, your statement “transitioning out of this role,” brought back my memories with the CITD and the EBCITD.  

You remind me too of my own transitioning within the CITD at its every productive turn from 1993 to 2007 with just a few gaps given the frequent changes of the local Directors.

I joined the CITD in 1993 when only 4 centers existed in the entire California.  Our CITD was located at 2020 Milvia street inside of the Vista College with the Director Dr. Barbara Beno.

In 2006, the EBCITD and Vista College were transferred to the newly built and named Berkeley City College, here below is my presence pictured at this and other events around the world.

Moral of the story, I was at the founding of the Center for International Trade Development and at the Founding of the Berkeley City College and the transfer of the EBCITD at this new location.

How China Sees the World in 2023

The China Institute is pleased to introduce our first Chinese Citizens’ Global Perception Survey.

The report provides observations and insight into Chinese public opinion on global relations – 24 May 2023

Additionally, it enhances the factors shaping these perceptions while highlighting critical nuances that provide a greater understanding of the complexities of Chinese public opinion.

REPORT SUMMARY

The rising tension between China and Western nations in the 2020s has centered on China using its growing economic and political power to assert its influence worldwide, often contra to Western nations’ interests. For example, Western jurisdictions have repeatedly accused China of stealing and exporting potential dual-use technologies abroad. This has led to security and regulatory reviews of Chinese-based technology companies that have ties with the Communist Party of China (CPC).

Western nations, including the Five-Eyes Alliance – consisting of the US, the UK, Australia, Canada, and New Zealand – have been critical of China’s domestic behaviour on human rights-based issues; they have viewed China’s close relations with Russia during the ongoing Russia-Ukraine conflict as problematic. Such tensions have led Western nations to consider China as a negotiating partner on select global issues, an economic and military competitor, and a systemic rival promoting alternative governance models, with a greater focus on the latter two.

While China’s rise as a major power in the 21st century has made it a key player in global affairs, one crucial aspect to further examine is its own citizens’ attitudes towards foreign jurisdictions. How Chinese citizens perceive the world has profound implications for China’s future behaviour domestically and abroad. While the CPC exhibits a monopoly over the political system, it requires popular support and legitimacy of its public policies and conduct. The CPC emphasizes monitoring public opinion and conducting public opinion analysis. This indicates that the public’s support or dissatisfaction with China’s foreign policy and activities can translate to future support or dissatisfaction with the CPC and the state itself.

The present report discusses the findings from the first iteration of the Chinese Citizens’ Global Perception Survey (CCGPS). CCGPS 2023 is an online and telephone national survey conducted by the authors of this report, in collaboration with a survey firm in mainland China, in the first quarter of 2023. It provides a demographically representative and statistically valid, candid account of how the Chinese general public view other nations and their relationships with China. The CCGPS 2023 has notably examined mainland Chinese citizens’ perspectives on China’s current relations with global actors, including Australia, Canada, the EU, France, Germany, India, Japan, Russia, the UK, and the US.

This report discusses the survey findings in five areas: (1) Chinese citizens’ general global perception; (2) China’s global roles; (3) Foreign tourism, study, work, and emigration preferences; (4) Canada-China relations; (5) Chinese citizens’ sources and knowledge of global jurisdictions.

China thus carried out, in the space of a single generation (thirty years), its “industrial revolution”, this phase of economic take-off that Europe and America had known a century and a half earlier and which had required , in these regions, two or three times longer. Everything in China happened much more quickly: the transfer from agriculture to industry, from the countryside to the cities, the emergence of a middle class and the beginnings of mass consumption. Production has thus increased on average by nearly 10% per year. It has been multiplied by seven in thirty years. Never seen.

Never in economic history has such a large country experienced such strong growth for such a long period. That said, despite its billionaires, its boomtowns and its appetite for Western luxury, China is at the beginning of the 21st century  a rich country populated by poor people, a young country but with an aging population even before it has become  rich. Number two, behind the United States, by its total gross domestic product, it is at the bottom of the ranking, not far from the 100th place  , if we take into account the gross domestic product per capita – a more relevant indicator the standard of living of the population. (…)

To maintain its rank, as suggested by the XII th Plan, China must now move from growth fueled by exports, investment and copying to growth based on household consumption, services and innovation. “Communist”, China actually needs a double revolution: “socialist”, with the establishment of a welfare state, and “liberal”, with the establishment of the rule of law, the development real checks and balances and the promotion of the spirit of initiative. The Party and the State say they are working on it. This is, for example, the objective of the project aimed at ensuring minimum protection for all citizens in terms of health, unemployment or retirement. It is also the one sought after with the effort put into high-level education and training. Deng Xiaoping. the economic reforms launched which resulted in an unprecedented acceleration of economic growth and foreign investment in China during the 1990s. Deng’s policies lifted hundreds of millions of Chinese relatively speaking out of poverty. China is today, overall,  an intermediate country , far from extreme poverty. Its HDI (0.745) places it 94th in  the world (out of 177 countries). Its GDP PPP amounts to 4,580 dollars per inhabitant, in constant progress. However, such figures are only averages: for the rural population, they are considerably lower. In some respects, the China of the 2000s remains a poor country.

For the past twenty years, however, China  has been progressing very rapidly . It is even the country in the world where economic growth is the strongest. GDP thus increased by 8.2% per year between 1975 and 2002 and by 8.6% per year between 1990 and 2002, i.e. a multiplication by 2.5 in 12 years, by almost 8 in 27 years! No other country can boast of such economic development which has placed the republic on the path which today makes it the second power in the world.

Is Collective Leadership Dépassé in China?

The Strength of China State and Party Power is that both of them represent two vases that are interconnected in the balance of the central power based on the influence of the regions.

From July 1921, when 12 people held the first congress of the CPC in the French Concession in Shanghai, to the closing of the 20th CPC National Congress in the Great Hall of the People in Beijing on October 22, the party held a total of 20 national congresses.

Before the 7th National Congress, because the CCP was a group “hunted down” by the government, every meeting was very awkward; from the 7th National Congress to the 10th National Congress, because the whole party had the final say, there was no fixed time for the meeting; until the 11th After the big, the conference began to enter the routine.

There are also many unforgettable events in the previous CCP conferences. For example, it was opened in half and moved to Nanhu in Jiaxing because of fear of being arrested. Six conferences could only be held in the Soviet Union because of white terror. Pulled to the venue to listen to his ruthless criticism, the 8th National Congress designated its president as a “traitor, traitor and scab”. Still, we can safely say that none of the previous 19 conferences have been as memorable as the 20th.

First of all, from the preparation of the conference to the final closing, there is hardly any leakage of its personnel arrangement. Relevant experts at home and abroad, the media and good people made countless guesses, but they basically missed the target in the end.

Second, the personnel arrangement of this conference is probably the first time in the history of the CCP that the competition and balance of factions have been completely eliminated. The fact that Hu Jintao was “removed” from the rostrum at the closing ceremony was a sign that the once-hot regimental faction had been wiped out.

Third, the top leader of the CCP has been officially authorized and approved to enter the third term, which is also the first time in the history of the CCP. Mao Zedong was the supreme emperor. He worked until he closed his eyes, and everyone dared to be angry and dare not speak. After that, Hua Guofeng, Hu Yaobang and Zhao Ziyang all failed to serve their full term due to various political reasons. Jiang Zemin was ordered in a critical situation. He served for 13 years from his appointment as general secretary in 1989 to his shift in 2002. After that, he held military power for two more years, but he did not go to the third term. In 2012, Hu Jintao resigned after serving two terms, realizing the first completely normal and orderly transition of power in the 100-year history of the CCP.

Fourth, the “seven ups and eight downs” conventions that have been followed over the years have been shelved at least partially, which is mainly manifested in the exit of Li Keqiang and Wang Yang and the continued reuse of Wang Yi, Zhang Youxia and others.

Fifth, this conference made extensive revisions to the “Party Constitution”, so that the 100-year-old large party that has been transitioning from a revolutionary party to a ruling party in the past few decades has turned around and turned itself into a more revolutionary track. There should be only a handful of political parties in the world today that “carry forward the spirit of struggle and enhance the ability to fight” both internally and externally.

Sixth, at the closing ceremony, the former general secretary of the party was asked to leave the podium for some reason. Invited by the Chinese Government to facilitate the international expansion of Chinese companies and to provide training to the leaders of Chinese companies on the requirements of business internationalization and the development of logistics sof market-entry including distribution in Western Europe and United States of America.

This invitation followed the organization of a 3-month training course that I had prepared in Oakland and Berkeley within the Center for International Trade Development (CITD) in collaboration with academic and professional institutions located in Oakland and Berkeley in the San Francisco Bay and Northern California.

These study and training programs provided to Chinese delegations was composed of businessmen, CEOs and regional representatives of the authorities of central power and was part of the cooperation agreements between China and United States.

In fact since 1995, I had already established direct and consulting relationships with Chinese officials when I served as Vice President of the International Business Commission within the San Francisco Chamber of Commerce. I also organized the visit of a delegation made up of members of research centers, businessmen and leaders of the provinces of Yunnan, Dalian and other regions of China.

Our prayers and thoughts go out to the valiant Chinese People for their recovery and for that of the Peoples of this World currently suffering from this epidemic which we hope will be banished from all our memories and from our human history by the scientific and divine will, Ameen.

I have worked with the CITD in Oakland and Berkeley. I was among the first members who joined this organization in 1992-1993 and worked with the CITD that was located within the Vista Community College.

I participated in the first Statewide meeting of the CITD and contributed in drawing the organizational and working strategies of the California CITD.

At this date, only 5 CITD existed and Dr. Barbara Beno was the President of Vista Community College. In fact, I have during all the years since 1994 to 1998 and from 2001 to 2007, I have drafted all the strategies and the planning of the activities of the CITD and the East Bay Center for International Trade Development respectively located in Berkeley, Oakland and later on in Berkeley again.

Furthermore, I have organized outbound and inbound trade delegations from many countries including from China (several delegations), Egypt, Morocco, East and Western African countries, Vietnam, Japan along visits by entrepreneurs.

En France, alors que j’était encore étudiant à Sciences Po de Grenoble, j’ai formulé un projet sur le Développement de la Chine et je l’ai présenté comme le modèle à imiter et à suivre par toutes ces anciennes colonies africaines qui furent durant les années 70, secouées par la brutalité et les oscillations soudaines du marché international et le poids de la dette extérieure. Aux États-Unis, au milieu des années 90, pour des dignitaires, cadres et fonctionnaires chinois, j’ai organisé leurs visites commerciales et d’affaires dans la région de la Baie de San Francisco et je leur ai fourni des services de conseil et une formation sur le développement des affaires internationales.

Durant ce temps, il y a vingt ans de cela, une organisation et une maison d’édition britanniques de Londres m’ont demandé de mener des recherches sur les télécommunications et le développement technologique en Chine.

Dans ce travail de recherche, j’ai mis en relief la relation directe et ambivalente du rôle pivotal de l’Etat Chinois dans le développement direct de la technologie en Chine.

Ma recherche comme toutes les autres que j’avais conduit était dirigée a travers une projection et une prédiction des effets et des manifestations qui pouvaient être engendrés par la suite et dans le devenir des pays ou des secteurs qui étaient les sujets concernés par ma recherche.

Durant cette période, je travaillais en tant que directeur des affaires internationales chez Sprint Corp. et en tant que coprésident du comité international de la Chambre de Commerce de San Francisco où j’ai eu l’occasion de faciliter la visite du vice-maire de Pékin et une délégation de cadres chinois venant du Yunnan. Parallèlement, j’enseignais un programme d’études et des cours sur les télécommunications, la sécurité numérique et le développement technologique national et cela à la School of Technology de la Golden Gate University de San Francisco. Toutes ces implications et ces intérêts sur la Chine et vu qu’en tant que consultant principal auprès du Center for International Trade Development à Oakland et Berkeley, j’ai été invité par le gouvernement chinois et le gouvernement provincial du Guizhou qui m’ont accordé le meilleur des meilleurs traitements que j’ai jamais reçus d’aucune entité de par ce monde. En fait, je suis toujours en train de redévelopper le même sujet de recherche sur le développement technologique de la Chine et j’ai l’intention de publier l’intégralité de mon travail sous forme de livre. En attendant, je vous offre un aperçu de mes intérêts sur les avancées technologiques chinoises sous la forme des premières pages de mon travail publié à Londres.

In France, while still student at the Sciences Po of Grenoble, I have formulated a project on the Development of China and presented it as the model to be emulated and followed by all these former African colonies that were during the seventies, shaken by the brutal and sudden oscillations of the international market and the burden of the external debt. In the United States, during the mid-nineties, I have organized trade and business visits of Chinese Dignitaries, Executives and Officials in the Bay Area of San Francisco and provided them with advisory services and training on international business development. So, twenty Years ago, I was requested by a British Organization and Publishing House from London to conduct research on China Telecommunications and Technology Development.

In this research work, I highlighted the direct and ambivalent relationship and the pivotal role of the Chinese state in the direct development of technology in China.

My research like all the others that I had conducted was directed through a projection and a prediction of the effects and manifestations which could be generated subsequently and in the future of the countries or sectors that are the subjects by my research. During the same time, I was working as International Business Manager at Sprint Corp and serving as the Co-Chair of the International Committee at the San Francisco Chamber of Commerce where I had the opportunity to facilitate the visit of the Vice-Mayor of Beijing and a delegation of Chinese Executives.

Parallelly, I was teaching a set of Program Studies and Courses on Telecoms, Digital Security and National Technological Development at the School of Technology at Golden Gate University of San Francisco. All this involvement and interests in China and as Senior Consultant with the Center for International Trade Development at Oakland and Berkeley, I was invited by the Chinese Government and the Provincial Government of Guizhou who bestowed me with the best of the best treatment I have ever received from any entity around this world. In fact, I am still redeveloping the same topic of research on China Technological Development and I am planning to publish my entire work in form of a book.

US – China: – From Trump to Biden – Trade Wars and Tech Wars

Analysts generally point to Made in China 2025, Beijing’s 10-year blueprint for transforming the country from a “manufacturing giant into a world manufacturing power”, as the trigger for the tech war – only it was a delayed reaction on the part of the US, which was preoccupied with the 2016 presidential election campaign when MIC 2025 was announced in 2015.

After Donald Trump won the White House, China hawks like trade advisor Peter Navarro and Senator Marco Rubio referred to MIC 2025 as a “brazen” example of the Chinese government flouting international trade rules by giving state subsidies to its tech industry.   As trade tensions mount between the U.S. and China, the U.S. semiconductor industry fears a tech cold war could disrupt the global supply chain. Now companies on both sides of the Pacific are trying to develop strategies to mitigate risk — whether it’s hoarding supplies or looking at shifting the location of production facilities.

Biden signs bill to boost U.S. chips, compete with China
President Joe Biden on Tuesday, Aug 9, 2022 signed a landmark bill to provide $52.7 billion in subsidies for U.S. semiconductor production and research and to boost efforts to make the United States more competitive with China’s science and technology efforts.
“The future is going to be made in America,” Biden said, calling the measure “a once-in-a-generation investment in America itself.”

Dr. Said El Mansour Cherkaoui Invited by the Central and Provincial Governments of China

Invited by the Chinese Government to facilitate the international expansion of Chinese companies and to provide training to the leaders of Chinese companies on the requirements of business internationalization and the development of logistics sof market-entry including distribution in Western Europe and United States of America.

This invitation followed the organization of a 3-month training course that I had prepared in Oakland and Berkeley within the Center for International Trade Development (CITD) in collaboration with academic and professional institutions located in Oakland and Berkeley in the San Francisco Bay and Northern California.

These study and training programs provided to Chinese delegations was composed of businessmen, CEOs and regional representatives of the authorities of central power and was part of the cooperation agreements between China and United States.
