African Growth and Opportunity Act (AGOA) Forum – 2001
The African Growth and Opportunity Act (AGOA) Forum is a gathering of senior government officials from the United States and 38 Sub-Saharan African AGOA-eligible countries to discuss ways to increase economic cooperation and trade between the two regions. The forum also includes participation from the African Union and regional economic communities. state.gov

The 2001 AGOA Forum was co-chaired by Secretary of State Colin L. Powell, US Trade Representative Ambassador Robert B. Zoellick, Secretary of Commerce Donald L. Evans, and Secretary of the Treasury Paul H. O’Neill. The forum was originally scheduled for October 4–5, 2001, but was postponed after the September 11 terrorist attacks.
The AGOA is a key part of the US’s economic policy and commercial engagement with Africa. It was signed into law by former President Bill Clinton in May 2000, with the goal of improving trade and investment ties with sub-Saharan Africa. The act’s objectives include:
- Encouraging a more active role in global trade negotiations
- Making African countries more attractive commercial partners for US companies
- Hosting a US-Sub-Saharan Africa Trade and Economic Forum
The AGOA provides duty-free treatment to goods of designated sub-Saharan African countries (SSAs). Eligible sub-Saharan African countries receive duty-free access to the US market for more than 1,800 products. Notable AGOA-eligible items include:
- Certain apparel
- Handloomed, handmade, and folklore articles
- Ethnic printed fabrics
- Yarns, fabrics, textiles, and made-up textile articles

I initiated and developed a work plan for the organization of The International Conference on Africa – AGOA that took place in 2001. The first time in the history of the Bay Area of San Francisco and North California to have a conference of such magnitude and subject. that I submitted to Fazale Sharif the Director of the EBCITD which I was the initiator and for which I participated directly in its organization. I contacted and invited Dr. Babacar Ndiaye and in the following photo, the event/photo took place during an International Conference on Africa I had organized in Oakland, California, and of which Dr. Babacar Ndiaye, Rahimahu Allah was our Guest of Honor.

I extended the invitation to Dr. Boubacar N’diaye for his presence among us at this International Conference on Africa. He was delighted about my presentation that included the North and South of Sahara with Senegal as the link between the two African Regions. We also sat together and had lunch at the same table. Wonderful Man with full love for Africa and Africans and who initiated a series of important financial and operational measures: the African Businessmen Round Table, the creation of the African Bank for import-export (Afreximbank), and the setting up of a special easy financing for the African private sector (investors and entrepreneurs) without the guarantee of their governments.
For many among us, time flies through horizons without leaving traces of recognition and gratitude for what we have achieved for the good of others especially in my case not be born in the United States but I remain up to the maker of differences between cultures and the guardian of the memories I cherish and remember through my meetings and interactions with the real treasuries of the Humanity.
So to combine the useful with the pleasant, I published all these photos with first that of Africa over my shoulders. This photo dates from 2001, the year I suggested and participated in the organization of the First International Conference on Africa held in Northern California at Berkeley. Another will follow later in San Francisco in 2007.
I completed this first photo with others such as the one where the former CEO of the African Development Bank (Dr. Babacar Ndiang) was holding my hand and I was surrounded by African-American executives, one during one of my presentations and others showing a partial view of the audience.
Below among other pictures, there is a photo taken in the company with the Regretted Dr. Babacar Ndiaye, former CEO of the African Development Bank Group who holds firmly my right and left hand in both pictures.
On my right hand is Dr. Faheem Director of the Center for International Trade Development, on the other left side holding my hand is Dr. Boubacar N’diaye, Chairman of the African Development Bank from 1985 to 1995 and honorary chairman of the same institution (Rest in Peace among the Blessed ones, Ameen)

The African Development Bank (AfDB) will pay tribute to honor its former President, late Dr. Babacar Ndiaye, on Thursday 21 September 2017, from 10.30 am to 12.30 pm at the Bank’s Headquarters.
Under the aegis of Dr. Akinwumi Adesina, President of the AfDB, the tribute ceremony will gather high level guests including former Heads of State, former AfDB Presidents and Ambassadors among others.
Dr. Babacar Ndiaye, 5th president of the AfDB from 1985 to 1995, is known for having transformed the Bank into a “Triple A” institution, a rating it still holds today. He supported the creation of many African institutions such as the African Export-Import Bank, Shelter Afrique, the African Business Roundtable. He also played a prominent role in opening up the Bank to the private sector.
The tribute aims at celebrating the life and achievements of former AfDB President, Dr. Babacar Ndiaye who passed away on 13 July 2017.
Said El Mansour Cherkaoui Organized the International Conference on Africa with Diversity and Multicultural Approach and was one of the presenter with the topic on North Saharan Africa: Morocco – Algeria – Tunisia and Senegal. These 4 African Countries has been interacting and integrating their cultures in a fashion that has provided a common ground of social and religious evolution that are similar, identical and in many aspects complementary at the level of tribal connections and relationships.

The Conference Room was packed with U.S. and Foreign officials and Executives as well as faculties and Researchers on Africa and the Place where all these interactions took place was the fabulous and monumental Claremont Hotel in Berkeley, Northern California.

The outcome of the China Model of Development took place also in the high-tech industry leading China to become one of the prominent sources of advanced technology innovation and transformation.
